Exporting Cement to Zimbabwe: A Guide to CBCA Compliance
Zimbabwe’s construction sector continues to grow, driving demand for high-quality cement. For exporters, especially from South Africa, Zambia, China, and other regional markets, understanding and complying with Zimbabwe’s CBCA (Consignment-Based Conformity Assessment) program is essential to ensure smooth customs clearance and avoid penalties.
The CBCA program is a pre-export verification of conformity initiative implemented by Zimbabwe’s Ministry of Industry and Commerce. Its goal is to prevent the importation of substandard, counterfeit, or hazardous goods that could compromise consumer safety and local industry competitiveness.
Cement is classified under regulated building materials, meaning it must undergo conformity assessment before entering Zimbabwe
Key CBCA Requirements for Cement Exporters
To obtain a Certificate of Conformity (CoC) from Cotecna, exporters must submit the following documents:
1. Completed Cotecna RFC Forms
- Both PDF and Excel versions are required.
- These forms capture shipment details, product specifications, and exporter/importer information.
2. Commercial Invoice from the Cement Manufacturer
- Must clearly state product type, quantity, unit price, and total value.
- Should match the details provided in the RFC forms.
3. Tax Clearance Certificate
- Issued by the relevant tax authority in the exporting country.
- Confirms the exporter is in good standing and eligible to trade.
4. VALID Import Permit from the Ministry of Industry and Commerce
- Cement is subject to non-automatic licensing, meaning an import permit is mandatory.
- The permit application must include product quantity, value, and company registration documents.
5. Product Test Reports/Quality Documents
- Laboratory analysis confirming compliance with Zimbabwean or international standards (e.g., ISO).
- Especially important for cement, which must meet strength, composition, and safety benchmarks.
6. Packing List if available.
- Details the packaging method, number of bags or pallets, and weight per unit.
- Proof of shipment and transport details.
Benefits of CBCA Compliance
- Faster customs clearance
- Protection against counterfeit competition.
- Enhanced brand reputation for quality and reliability.
- Support from Cotecna’s global network of laboratories and experts.
