Latest Organic Product Regulatory Updates and News from Europe

Discover the latest organic product updates, from the proposed revision of the European regulation to the EGTOP expert group technical reports and FAQs.

There is a lot going on in Brussels regarding organic production. First of all, it is worth noting the Commission's proposal for a targeted amendment to the basic regulation No. 848/2018, complete with a roadmap. The trigger was the ruling by the European Court of Justice (which you can read here: Sinab CELEX.)

The update affects the use of the European organic production logo on products imported from a third country with which equivalence agreements have been signed. Lately, it became necessary to adapt the basic text, the Commission decided to address other aspects as well with a proposal for comprehensive adjustments.

As a result, a public consultation has been opened, with comments welcome until 20 March 2026 at EC Europa Organic Production Targeted Updates and Simplification. All feedback received will be presented to the European Parliament and the Council with the aim of feeding into the legislative debate: please analyse the document and, if appropriate, express your views.

The European Commission has also recently updated its FAQs on organic legislation (see the update here: Agriculture Organic Rules FAQs), adding answers to questions on animals in conversion.

Implementing Regulation (EU) 2025/2501 of 11 December 2025 has been published, amending Regulation (EU) 2021/1165 as regards the use of certain products and substances in organic production (authorisation of pea and potato proteins for the clarification of juices and ciders). You can read it here: Europa Legal Content.

Delegated Regulation (EU) 2025/2651 amends Regulation (EU) 2021/1698 with regard to the criteria for establishing the list of third countries and products to be considered high risk. It is addressed to control authorities and control bodies in third countries, you can read it here: Europa Legal Content CELEX.

To simplify reading (the text had undergone several amendments and additions scattered across many acts), the consolidated text of Commission Regulation (EU) 2021/1165 authorising the use of certain products and substances in organic production and establishing lists thereof was then prepared. These are active substances contained in plant protection products, fertilisers, soil improvers and nutrients, products and substances authorised for use as feed, products authorised for cleaning and disinfection, and products and substances authorised for use in the production of processed organic food.

You can find it here: Europa Legal Content.

Finally, the latest two reports from EGTOP, the expert group that assists the Commission on technical issues, have been published. The reports concern plant protection products, fertilisers and foodstuffs. You can find them, together with the previous ones, at Agriculture Europa EGTOP Reports.
