Why the Nigeria National Single Window Was Implemented
Nigeria introduced the National Single Window (NSW) largely to address inefficiencies in import compliance programmes such as SONCAP and CRIA, which previously operated across multiple disconnected systems and manual processes.
Before the NSW, SONCAP and CRIA requirements involved:
- Separate portals for certification, permits, Form M, PAAR, and Customs clearance
- Repeated submission of the same compliance documents
- Late stage checks at the port, leading to delays, demurrage, and disputes
- Limited coordination between SON, Nigeria Customs Service, and other MDAs
According to Wale Edun, Minister of Finance and Coordinating Minister of the Economy, this fragmented compliance environment increased clearance times, costs, and compliance risks, undermining Nigeria’s ease of doing business and trade competitiveness. [thenationo...lineng.net], [mic.gov.zw]
To fix this, the NSW was implemented to digitally integrate SONCAP and CRIA into a single clearance workflow, ensuring that:
- Compliance is verified earlier, not at the port
- SONCAP and CRIA data is shared automatically with Customs and other agencies
- Duplicate submissions and manual interventions are eliminated
- Only fully compliant cargo proceeds to clearance
The Standards Organisation of Nigeria (SON) has since made the NSW mandatory for SONCAP and CRIA activation, confirming that all regulated imports must pass through the NSW for clearance. [heraldonline.co.zw]
