Saudi SFDA Cosmetics Regulated Product List

Cosmetic and personal care products exported to the Saudi market are subject to the requirements of the Saudi Food and Drug Authority (SFDA) Cosmetics Programme. These requirements define product scope, restricted and prohibited substances, and permitted ingredients, including preservatives, UV filters, and colorants.
Product applicability under the programme depends on regulatory classification and intended use, and certain products may be subject to additional restrictions or prohibitions. However, no cosmetics are allowed inside Saudi Arabia without a valid Certificate of Conformity (COC).
